Reporting to our Program Manager, the Sr. Business Financial Manager is responsible for leading and managing all aspects of the program’s Planning, Programming, Budgeting, and Execution (PPBE) process, with focus on program planning and analysis, budget preparation and justification, funds execution, contract analysis, and Earned Value Management (EVM). This position is contingent and expected to be located in Washington, D.C. The pay range for the position will be provided at the time the position is no longer contingent.  

What You'll Do

  • Lead and management daily financial management requirements in support of the PPBE process, planning and analysis, budget preparation and justification, funds execution, contract analysis, and EVM.
  • Provide financial management support in the areas of budgeting, execution, and reporting using DoD and NAVSEA financial tools, including: ERP, Program Budget Information System (PBIS), Research, Development, Test and Evaluation Documentation System (RDOCS), Procurement Documentation System (PDOCS), Computer Optimized Batch Reconciliation Application (COBRA), Standard Accounting and Reporting System (STARS), Program Resources Integrated Solutions (PRISMS), Automated Funding Document System (AUTODOC), and the Electronic Document Access (EDA) system.
  • Assist in the analyses and justification to support the preparation of Program Objective Memorandums (POM), Obligation Phasing Plans (OPP), budget exhibits, and Budget Object Classification System (BOCS) exhibits.
  • Develop detailed cost analysis studies, including: cost benefit analyses, TOC analyses, Should Cost/Will Cost analyses, historical appropriation financial analyses, Participating Acquisition Resource Manager (PARM) requirements analyses, and analyses of cost impacts in relation to changes in production rates and delivery schedules.
  • Prepare and maintain detailed multi-year spend plans for all Program Office funding.
  • Coordinate and develop Task Planning Sheets (TPS), the consolidation of requirements, and the implementation of Program.
  • Coordinate Government Furnished Equipment (GFE) data calls for GFE 7300 forms and OPPs from the PARMs.
  • Track, analyze and report program commitments, obligations, and expenditures to ensure that field activities, PARMs, and contractors are meeting execution benchmarks and properly executing and accounting for allocated funding.
  •  Prepare monthly program Execution Status Reports (ESR) and financial analyses to support Quarterly Execution Reviews (QERs).
  • Maintain, track, and reconcile all funding obligated on shipbuilding contracts to include at the contract, CLIN, SLIN and ACRN levels.
  •  Monitor invoice status, withholds, funding document status, contract performance, PoP and Ceiling.
  • Conduct production and EVM analyses including cost and schedule variance analyses, analyses of variance explanations, Shipbuilder overhead trend projection analyses, progress payments analyses, and Cost Performance Reports (CPR) analyses.
  • Assist with program acquisition reporting requirements such as quarterly DAES, monthly RDAIS, and the annual or quarterly SAR.
  • Bid and proposal support if requested.
  • Other duties as assigned.

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree is required for this position.
  • Ten (10) years of professional experience working with the PPBE process is highly desirable.
  • Self-motivated, possess strong technical skills and be customer oriented.
  • Clearly communicate complex ideas to others visually, verbally and in writing.
  • Proficient with standard business tools such as Microsoft Office Suite (i.e. Project, Excel, Word, PowerPoint) and web-enabled collaboration platforms/applications.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel,
  • PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Project Management Professional (PMP), Certified Defense Financial Manager (CDFM) or equivalent certification is desired.
