Reporting to the Vice President of the Mid-Atlantic region, the Program Manager leads and manages the delivery of administrative, program/project management, financial management and strategic planning efforts in support of the acquisition, construction, and conversion of U.S. Navy auxiliary and special mission ships, boats, and craft, as well as Foreign Military Sales (FMS), and life cycle management of boats and craft. This position is contingent and expected to be located in Washington, D.C. The pay range for the position will be provided at the time the position is no longer contingent.  

What You'll Do

  • Provide leadership and management of a team in executing a broad range professional support services including administrative support, program/project management, financial management and strategic planning efforts.
  • Provide guidance and direction for specific projects or sub-tasks.
  • Manage multitask projects of varying complexity.
  • Interface with the client and stakeholders on project specific issues and objectives.
  • Direct the completion of projects within estimated time frames and budget constraints.
  • Coordinate project-specific engagements and review work products for completeness and adherence to customer requirements.
  • Gather data, conduct analyses, and develop reports on a recurring basis to communicate program/project cost, schedule and technical performance.
  • Deliver presentations and leads client meetings.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's Degree from an accredited university in a related field. 10 - 15 years of specialized experience may be substituted in lieu of a degree.
  • At least 10 years of experience supporting DoD acquisition processes, in DoD/Navy program management, Industry or Government business management.
  • At least five (5) years of supervisory experience.
  • At least two (2) years of experience in communicating, interacting, and working among Senior Executive Service and Flag level personnel.
  • At least two (2) years of experience with ACAT I and II programs, including Earned Value Management, budget development, and execution.
  • Experience developing, managing, and analyzing budgets, spend plans, schedules and associated reporting/briefs.
  • Must be Self-motivated, possess strong analytical skills, and be customer oriented.
  • Must possess ability to clearly communicate ideas to others verbally and in writing.
  • Proficient with standard business tools such as Microsoft Office Suite (i.e. Project, Excel, Word, PowerPoint) and web-enabled collaboration platforms/applications.
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • Travel Required: ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • 15 years of experience supporting DoD acquisition processes, in DoD/Navy program management, Industry or Government business management is desired.
  • 10 years of supervisory experience is desired.
  • Five (5) years of experience in communicating, interacting, and working among Senior Executive Service and Flag level personnel.
  • Five (5) years of experience with ACAT I and II programs, including Earned Value Management, budget development, and execution.
