Reporting to the Vice President of the Mid-Atlantic region, the Sr. Financial Systems Analyst leads and manages the delivery of comprehensive business and financial management support services throughout the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle in support of the acquisition, construction, and conversion of U.S. Navy auxiliary and special mission ships, boats, and craft, as well as Foreign Military Sales (FMS), and life cycle management of boats and craft. This position is contingent and expected to be located in Washington, D.C. The pay range for the position will be provided at the time the position is no longer contingent. 

What You'll Do

  • Provide overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting and Execution (PPBE) with particular focus of program planning and analysis, budget preparation and justification, funds execution, contract and cost analysis and Earned Value Management (EVM), and the presentation of this data in various formats.
  • Review financial status reports, conduct analyses, and advise Business Financial Managers (BFMs) of strategies to mitigate financial risks on their respective programs by using Navy financial tools, including but not limited to:
    • Navy Enterprise Resource Planning (NERP)
    • Security Corporation Enterprise Solution (SCES)
    • Standard Tracking and Accounting Reporting System (STARS) through Computer
    • Optimized Bath Reconciliation Application (COBRA)
    • Management Information System for International Logistics (MISIL)
    • Defense Integrated Financial System (DIFS)
    • Security Cooperation Information Portal (SCIP)
  • Provide EVM and Cost and Software Data Report (CSDR) support which includes, but is not limited to, the following:
    • Review Integrated Program Management Report (IPMR) and CSDRs
    • Attend Integrated Baseline Reviews (IBRs)
    • Perform monthly cost and schedule analysis and monthly metrics
    • Generate Estimate at Completion (EAC)
    • Assist with preparation of briefings and reports where EVM reporting is required.
  • As directed by the Government, interact with internal and external PEO organizations and activities, such as:
    • Navy (SEA05C, OPNAV, ASN RD&A, various SUPSHIPs, etc.)
    • Shipbuilder (Major sub-Contractors, etc.)
    • Field activities and customers (MSC, SPAWAR, NAVAIR, USMC, NSWC, etc.)
    • DCARC, PARCA, DCAA, DCMA, CEVM.
  • Assist the BFMs in the following, but not limited to:
    • Responding to internal and external inquiries and requests for program financial information.
    • Preparation of funding execution document
    • Provide financial management services for executive, reconciliation, and case closure as they relate to FMS cases.
    • Track and analyze program financial transactions and provide financial status reports
    • weekly, monthly, or as directed BFM or PAPM.
  • Assist BFMs in the development of the following, but not limited to:
    • Estimates and justification for budget requests, Mid-Year Reviews, and Program Objectives Memorandum (POM) Reviews
    • Financial briefings, issue papers, obligation phasing plans.
  • Recommend innovative solutions to business and financial issues facing the Government to achieve performance goals that are on or ahead of schedule and within budget.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university in a related field. 
  • At least 10 years of experience providing Navy program management or Industry business management support. 

  • Three (3) years of supervisory experience.

  • Knowledgeable of Navy procedures and Policies (DoD 5000 process).

  • Proven experience communicating with SES/Flag level personnel.

  • Experience with developing, managing, and analyzing budgets, spend plans, schedules and associated reporting/briefs.

  • Self-motivated, possess strong analytical skills and be customer oriented.

  • Clearly communicate ideas to others verbally and in writing.

  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel,
  • PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Master's degree in Finance, Math, or Economics from an accredited university in a related field.
