The Sensors and SONAR Systems Department, Code 15, of the Naval Undersea Warfare Center (NUWC) Division Newport is responsible for full spectrum engineering, development and research pertaining to Sensors, SONAR and Undersea Warfare. Platforms include submarines, surface ships, surveillance, and distributed networks. Code 15 requires contract services to support Business Operations across the department including Data Center, Property Management, Information Technology & Cybersecurity, Financial Analysis and Project Management. Code 15 serves as the Navy’s Technical Direction Agent (TDA) and In-Service Engineering Agent (ISEA) for surface, submarine, and undersea SONAR systems. Code 15 supports NAVSEA sponsors through a variety of technical programs including AN/BQQ-10, AN/SQQ-89, Maritime Surveillance Systems, Towed Systems, Advanced Development and Science and Technology (S&T).

 

Reporting to the Program Manager, the Financial Analyst provides financial management support on the Code 15 Business Operations Support Services contract. This position is located in Newport, RI.

What You'll Do

  • Provide program management and financial support services to NUWCDIVNPT. Perform and generate technical reviews and analyze project requirements, schedules, and execution plans.
  • Generation of NERP structures and program spend plans for NEPS upload.
  • Prepare EVM metric data and schedules for funding Sponsors.
  • Prepare Funding Document acceptance documentation for customer advocate, program manager, and comptroller department.
  • Analyze financial data to identify projects and organizational discrepancies and anomalies in task execution, including labor charges, non-labor cost reporting, erroneous charges, overruns, and Service Cost Center rejected inputs.
  • Prepare weekly Expenditure Reports comparing funding appropriation level obligations and expenditures against sponsor goals and established Department of the Navy benchmarks.
  • Perform fiscal year closeout and startup analyses.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this role.
  • HS Diploma required.
  • At least three (3) years of experience providing financial management, budgeting, or accounting support to a government program office.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Demonstrated experience utilizing Navy Enterprise Resource Planning (N-ERP), Enterprise Data Warehouse (EDW), and NAVSEA Enterprise Planning System (NEPS).
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Bachelor's Degree from an accredited university in a related technical field is desired. Additional years of experience may be substituted in lieu of a degree.
  • Experience with Workload Acceptance and Assignment Process (WAAP).
  • Experience using Accounting System Interface (ASI).
  • Experience using Material Management Tracking System (MMTS).
