NAVWAR 8.0 is responsible for oversight and successful execution of all corporate operations related activities for NAVWAR in support of Navy-wide Information Dominance initiatives. Due to reorganization along functional lines, this program office is consolidating and contracting for support across several 8.0 functional areas. This includes Corporate Operations, Strategic Management, Business Planning, Workforce Management, Military Management, Process Improvement, and Corporate Communications.

 

Reporting to the Program Manager, the Cost Management Analyst supports NAVWAR’s strategic initiatives in special projects, performance measurement, and organizational process management by providing expert analysis on process improvement initiatives by evaluating costs, performance metrics, and resource allocation on the NAVWAR 8.0 Corporate Operations Support Services (COSS) contract. The ideal candidate has prior experience working closely with government stakeholders to collect, review, and analyze data to deliver actionable insights and recommendations on the financial viability of proposed changes. This role requires a strong understanding of government operations and organizational structures, especially within the U.S. Navy. The analyst will support decision-making by creating financial models, analyzing cost-effectiveness, and proposing solutions to enhance operational efficiency. This position is located in San Diego, CA.

What You'll Do

  • Gather and review relevant data, including annual revenues, employment metrics, cost performance, schedule adherence, and expenditure reports.
  • Perform thorough data analysis to identify potential cost savings and process improvement opportunities, ensuring recommendations align with government objectives.
  • Conduct detailed cost-benefit analysis on existing processes and proposed improvements to assess their impact on budget, performance, and timelines.
  • Develop financial models and mathematical solutions to quantify potential savings or efficiencies.
  • Define the nature and scope of organizational issues, analyzing financial and operational data to inform strategic recommendations.
  • Collaborate with cross-functional teams to evaluate the feasibility of process improvements and develop solutions tailored to organizational needs.
  • Prepare detailed reports and presentations outlining findings and cost-saving recommendations, delivered both in written and oral formats to government stakeholders.
  • Provide insights into the organization’s structure and culture, recognizing the implications of recommendations on internal and external relationships.
  • Assist in the implementation of approved recommendations, ensuring solutions are applied effectively and aligned with government objectives.
  • Follow up on implemented changes to assess performance, cost impact, and continued alignment with organizational goals.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required. 
  • At least seven (7) years of experience in engineering/science management, operations research analysis, or financial and cost analysis supporting a Navy federal program office.
  • Significant experience working with U.S. Navy programs, government operations, or within a military or defense-related context.
  • Strong proficiency in financial analysis, cost modeling, and budget forecasting.
  • Expertise in data analysis tools such as Microsoft Excel, SAP, and other relevant financial or analytical software.
  • Ability to develop and apply mathematical models to analyze cost efficiency and process improvements.
  • Demonstrated experience in collecting, reviewing, and synthesizing complex data to drive cost-effective decision-making.
  • Excellent written and verbal communication skills, with the ability to prepare and deliver detailed financial reports and oral presentations to non-financial stakeholders.
  • Strong problem-solving abilities, with a strategic approach to identifying and implementing cost-saving measures within complex government or defense structures.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • The ability to lift items that may weigh up to 50 pounds.
  • Travel Required ~10% travel required. 
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $90,000. – $140,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
