NAVWAR 8.0 is responsible for oversight and successful execution of all corporate operations related activities for NAVWAR in support of Navy-wide Information Dominance initiatives. Due to reorganization along functional lines, this program office is consolidating and contracting for support across several 8.0 functional areas. This includes Corporate Operations, Strategic Management, Business Planning, Workforce Management, Military Management, Process Improvement, and Corporate Communications.

 

Reporting to the Program Manager, the Strategic Management Analysts support NAVWAR leadership with project management, problem-solving, and continuous improvement initiatives on the NAVWAR 8.0 Corporate Operations Support Services (COSS) contract. One analyst will have a Lean Six Sigma Black Belt certification to lead process improvement efforts, while the other will have expertise in PMP, Agile, or Scrum methodologies to manage and support agile project execution. The ideal candidates have prior experience collaborating closely with NAVWAR leadership and cross-functional teams to conduct problem-solving workshops, brainstorm solutions, and develop actionable strategies. They will also play a key role in designing and facilitating training programs that support the development of project management and problem-solving capabilities across NAVWAR. These positions are located in San Diego, CA.

What You'll Do

  • Lead and support project management initiatives using Lean Six Sigma, Agile, Scrum, and other relevant methodologies to ensure successful project delivery.
  • Facilitate brainstorming sessions, design thinking workshops, and structured problem-solving sessions with leadership and cross-functional teams to address complex challenges and drive actionable solutions.
  • Collaborate with leadership and teams to establish project goals, manage timelines, and ensure projects are completed on time and within scope.
  • Conduct problem-solving workshops with leadership and teams, identifying root causes of issues and developing actionable strategies for improvement.
  • Utilize Lean Six Sigma Black Belt (for one position) or Agile, PMP, Scrum methodologies (for the second position) to structure and implement process improvements that enhance efficiency and effectiveness.
  • Develop and recommend solutions that improve operational performance and align with NAVWAR's strategic objectives.
  • Design and facilitate training programs on project management methodologies (PMP, Agile, Scrum) and process improvement techniques (Lean Six Sigma), ensuring content is relevant and tailored to NAVWAR’s needs.
  • Conduct training sessions for staff, leadership, and teams, promoting best practices in project management, continuous improvement, and problem-solving methodologies.
  • Customize training materials to meet the specific needs of NAVWAR’s departments, leadership, and teams to address unique operational challenges.
  • Support continuous process improvement (CPI) efforts by applying Lean Six Sigma, Agile, and other relevant methodologies to drive efficiency and operational excellence.
  • Assist in identifying, documenting, and implementing productivity improvements across NAVWAR, contributing to the organization’s overall efficiency goals.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required. 
  • At least seven (7) years of experience in engineering/science management, operations research analysis, or financial and cost analysis supporting a Navy federal program office.
  • Expertise in one of the following methodologies: Lean Six Sigma (Black Belt), PMP, Agile, Scrum.
  • Proven experience in leading or facilitating brainstorming sessions, design thinking workshops, and structured problem-solving initiatives.

  • Experience working with government or defense organizations is preferred.

  • Proficient in project management tools, data analysis, and process improvement software (e.g., Microsoft Project, JIRA, SAP).

  • Strong analytical and problem-solving skills with a focus on driving results and actionable outcomes.

  • Excellent communication skills, both written and verbal, with experience in delivering complex information to diverse audiences.

  • Ability to adapt to a fast-paced, dynamic environment and work collaboratively with cross-functional teams.

  • Ability to mentor, train, and support others in adopting new methodologies and improving their project management capabilities.

  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • The ability to lift items that may weigh up to 50 pounds.
  • Travel Required ~10% travel required. 
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $90,000. – $120,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
