The Shore and Expeditionary Integration Program Office (PMW 790) is acquiring support services in the areas of production systems engineering, logistics, installation management, and integration/planning/requirements services for the architecture, integration, acquisition, and support of multiple shore and expeditionary Command, Control, Communications, Computers, and Intelligence (C4I) programs. PMW 790's mission is to acquire, integrate, deliver, and support interoperable shore-based C4I capabilities for the warfighter. PMW 790’s vision is to be the preeminent provider of integrated shore-based transformational Network Centric Warfare capabilities to the warfighter by providing assured connectivity between tactical forces and higher commands. The overarching goal is to ensure C4I systems programmed for installation on Navy ships have matching shore facilities of appropriate capacity to support Fleet deployments worldwide. Our goal is to migrate the shore sites and their terrestrial interconnections into a coherent, scalable, network-centric communications and multiplexing fabric designed to optimize functionality by effecting improvements that both satisfy current shortfalls and, wherever possible, provide the building blocks for future C4I architecture.

 

Reporting to the Program Manager, the the Logistics Element Manager (T-LEM) will evaluate manpower, personnel, and training (MP&T) for Navy acquisition programs. This includes collecting MP&T data, conducting site visits, interviews, and surveys, evaluating job tasks, manpower, and training requirements, identifying gaps, and developing MP&T documentation with recommended solutions for baseline systems, following OPNAVINST 1500.76D guidelines on the PMW 790 Shore and Expeditionary Integration Program Office Planning and Logistics Support Services contract. This position is located in San Diego, CA.

 

 

What You'll Do

  • Provide Manpower, Personnel, and Training (MP&T) evaluation for the Front End Analysis (FEA) and Navy Training System Plan (NTSP) processes in support of Navy acquisition programs and projects.
  • Collect existing MP&T data, complete site visits, conduct interviews, and consolidate user surveys to assess job tasks, manpower, and training requirements.
  • Evaluate training requirements to identify training gaps.
  • Develop MP&T documentation.
  • Provide recommended solutions for baseline systems in accordance with the processes defined in OPNAVINST 1500.76D.
  • Manage the research and documentation of Manpower, Personnel, and Training (MPT) requirements and
    resources in accordance with OPNAVINST 1500.76D.
  • Provide research and analysis to develop Job Duty Task Analyses (JDTAs).
  • Draft Training Situation Analysis (TSA) to feed the Training Requirements Plan (TRP), which involves training analyses, concept of operations, baseline definition, manpower assessments, and training effectiveness evaluations.
  • Develop Navy Training System Plan (NTSP) documentation using the Human Analysis and Requirements Planning System (HARPS) web-based application and collaborative workflow process.
  • Support NTSP development and coordination with Navy and Joint stakeholders.
  • Identify training gaps and needs for various projects and programs, and performed analyses to identify training solutions to fill those gaps and needs.
  • Interface and liaise with Navy officers, enlisted personnel, and members of Federal Service to assess manpower, job task, and training requirements that will influence the NTSP.
  • Facilitate course convening requirements for a Navy Program Office (PO).
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required.
  • Five (5) or more years of experience in each of the following:
    • Manpower, training, and job task analysis, or learning analysis and
      evaluation.
    • Supporting Navy Command, Control, Communications, Computers, and
      Intelligence (C4I) systems at the PO level.
    • Developing MP&T documentation.
    • Technical writing
    • Using the HARPS training plan development tool and workflow review
      processes.
    • Using the Microsoft Office suite of products.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • Travel Required ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Possess excellent oral and written communication skills.
  • Ability to communicate clearly at a high level with senior-ranking officials and officers; as wells as, at a detailed technical level with system operators and administrators.
  • Ability to deliver management consulting services to the federal government.
  • Ability to be a self-starter and thrive in a fast-paced environment.
  • Possess excellent analysis and data gathering skills.
  • Experience coordinating the creation of Navy Enlisted Codes (NECs) and Course Identification Numbers (CINs).
  • Experience facilitating briefings and participating in Navy Training Summits.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $95,000-$125,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
