The Southern California (SOCAL) Fleet Operational Readiness Division, Code 25, manages the air, surface, submarine, and combat system test and analysis, weapon evaluation, mobile target, tactical exercise analysis, magnetic signature reduction, and range support programs assigned to the Department’s Southern California operations. Code 25 prepares, operates, maintains, and repairs underwater acoustic tracking instrumentation, mobile Anti-Submarine Warfare (ASW) targets MK 30, unmanned underwater vehicles and other ASW targets. They provide and conduct direct liaison with Southern California Offshore Range Extension (SCORE) and Fleet range users on matters dealing with underwater range scheduling, underwater tracking instrumentation, and technical support services for range/off-range operations. In addition, they perform aircraft, surface ship, and submarine shipboard electronic systems evaluation and radiated noise measurements, analysis, and reporting. They support the Department’s ship test and analysis functions in Southern California. They operate and maintain the San Clemente Island Underwater Range (SCIUR), Fleet Operational Readiness and Accuracy Check Site (FORACS) and Shipboard Electronics Systems Evaluation Facility (SESEF) ship test ranges in the Southern California area and the Magnetic Silencing Facility (MSF) treatment and measurement facilities.

 

Fleet Test and Evaluation Center (FTEC) Shipboard Electronics Systems Evaluation Facility Support (SESEF), Combat Systems, and Laboratory Support. Provide technical support for FTEC Combat Systems and Laboratory support located on Naval Base Point Loma, San Diego, CA. Current programs/projects supported by FTEC include the SESEF and Shipboard Hawklink Simulator. Technical support includes scheduling, test conduct, and operations, and maintenance of equipment and systems

 

Reporting to the Program Manager, the Engineering Technician V provides technical support in the testing and evaluation of shipboard systems on the San Diego Detachment Support Services contract. This position is located in San Diego, CA.

What You'll Do

  • Provide operational support of Government owned equipment to provide technical support in the testing and evaluation of shipboard systems. Tasking will include equipment operation, test scheduling, fleet interfacing, data collection, processing, evaluation, entry into Government databases, and exporting.
  • Process data, perform analysis, enter data into Government databases, prepare test results, generate, complete, distribute associated documentation, messages, and reports.
  • Be able to schedule, coordinate, and interface with Government and commercial activities as necessary for tasks including installations, repairs, planning, and testing. If necessary, the Contractor shall provide onsite ship support and provide technical guidance to ships visiting the FTEC range for services.
  • Use Government furnished equipment and tools to include operating, scheduling, maintaining, installing, troubleshooting, removing, repairing, replacing, in-service engineering, testing, and aligning equipment and tools.
  • Items to be supported include, but are not limited to, prevailing system/replacement systems, ULM-4 (electronic support measures (ESM)/ESM Testing Equipment), Antenna/Radar Pattern systems, Tactical Air Navigation (TACAN), HF/VHF/UHF communication systems, TADIL-A/Link 11, TADIL-C/Link 4a and TADILJ/Link 16, Common Data Link (CDL), HAWKLINK, Ku-Band/C-Band, Radar Cross Section (RCS) signal generators, spectrum analyzers, amplifiers, and dry air systems. Tasking shall also include Electronic Key Management System (EKMS) support including receiving, transporting, handling, loading, storing, documenting, and destroying of EKMS material in accordance with applicable references and procedures.
  • Maintenance shall be performed in accordance with a Government provided planned maintenance schedule. Maintenance may include climbing the FTEC tower (approximately 55 feet tall).
  • Provide calibration support including coordinating calibration requirements with the Technical Design Agent and installing/uninstalling equipment.
  • Prepare unclassified and classified (up to Secret) material for transmittal to other activities. Tasking shall include proper wrapping and documentation in accordance with applicable references and/or instructions.
  • Assist with the generation and briefing of technical information to FTEC customers and management. This includes developing, proposing, presenting, planning, and managing technical information and program initiatives.
  • Estimate weekly inputs of technical briefing information to management and briefings of technical information to FTEC customers.
  • Prepare reports, conduct data calls, document meeting minutes, conduct market research information, assist in process developments, and recommend process improvements as required.
  • Provide engineering, technical and logistic support for emerging data link system development and testing. The duties shall include but are not limited to: Fleet liaison support for scheduling testing opportunities with a ship, airborne platform, or other agencies or organizations as required.
  • Support document creation required to install equipment on buildings, other structures at Space and Naval Warfare Systems Command (SPAWAR) Systems Center Pacific (SSCPAC), and other locations.
  • Support EKMS management of keying material for emerging data link and other combat systems.
  • Assist in the preparation and installation of equipment, system demonstration/test, demobilization, and subsequent equipment modification.
  • Prepare systems for transport to/from testing location. Arrange for transport and other logistical concerns in association with system tests and demonstrations.
  • Travel to support other testing stations for short durations.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • At least five (5) years of experience providing support to a Navy program or project.
  • Experience with ULM-4 (electronic support measures (ESM)/ESM Testing Equipment), Antenna/Radar Pattern systems, Tactical Air Navigation (TACAN), HF/VHF/UHF communication systems, TADIL-A/Link 11, TADIL-C/Link 4a and TADILJ/Link 16, Common Data Link (CDL), HAWKLINK, Ku-Band/C-Band, Radar Cross Section (RCS) signal generators, spectrum analyzers, amplifiers, and dry air systems.
  • Tactical Air Navigation (TACAN) technician with four years of experience.
  • Experience with required software such as Microsoft Word, Excel, Outlook, PowerPoint, and Adobe Acrobat.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency and functional experience in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area or on-board submarines and in weapon facilities.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

 

Desired Qualifications:

  • ULM-4 technician experience is desired.
  • TADIL/Link operations specialist or repair technician is desired.
  • Familiar with basic Electronic Key Management System (EKMS) policies and procedures for transportation and use of EKMS is desired.
  • Antenna tower climbing experience is desired.
  • Tower Rescue Climber qualified is desired.
