The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Sr. Operations Research Analyst supports training and certification activities for U.S. Navy Surface Ships on the Hawaii Detachments Support Services contract. This position is located in Yokohama, JP.

What You'll Do

  • Support various Navy organizations in the training and Certification of US Navy Surface Ships in the Undersea Warfare mission area through at-sea and in-port training events.
  • Provide reconstruction, analysis, and feedback of US Navy Surface Ship performance during different exercises.
  • Communicate with Fleet TYCOM Sponsors and Fleet Stakeholders which impacts projects within Keyport, the Navy and the Department of Defense.
  • Collaborate with Fleet support stakeholders to successfully adhere to capabilities demand.
  • Collecting pertinent operational and tactical feedback, developing, and providing detailed post-operational debriefs at various levels of Navy commands.
  • Apply skills in acoustic analysis and ASW operations and tactics.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this role.
  • Bachelor's degree from an accredited university in Physics, Mathematics, or a related Engineering discipline is required.
  • 10 years of professional experience in operations research supporting Navy acoustics.
  • Must possess knowledge and demonstrated experience in test and evaluation, project management, and financial planning, budgeting, and execution for Navy acquisition programs.
  • Must possess demonstrated experience
  • Must possess basic computer literacy and data entry skills.

  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).

  • Strong attention to detail and organizational skills.

  • Excellent verbal and written communication skills.

  • Demonstrated problem-solving skills.

  • Must possess strong time management skills.

  • Must be able to work in a fast-paced, changing, and challenging environment.

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area or onboard submarines and in weapon facilities.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Master's degree from an accredited university in Operations Research or Mathematics is desired.
  • 15 years of experience supporting Navy Surface, Undersea, and Air assets in ASW training and tactics.
  • 15 years of experience supporting 7th Fleet Operations.
  • 15 years of experience supporting Naval acoustic underwater range tracking technologies.
  • Possession of an international Japanese driver's license.
  • Ability to communicate in Japanese language.
  • An understanding of the U.S. Navy's Fleet and Japanese cultures.
  • Knowledge of 7th Fleet Operations (to include Fleet TYCOM Sponsors and Fleet stakeholders).

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $110,000 – $135,000 per year. The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
