The Naval Information Warfare Systems Command (NAVWAR) Business Financial Management (BFM) Team is acquiring Financial Management (FM) support services for NAVWAR Headquarters (HQ), Direct Reporting Program Manager (DRPM) and multiple NAVWAR Program Executive Office’s (PEO) programs and projects. The BFM Team promotes use of common business/financial tools and best business practices throughout NAVWAR and provides business and financial management support across all NAVWAR organizations. The BFM Team is responsible for management of NAVWAR's Programming, Planning, Budgeting and Execution (PPBE) phases to include: formulation, implementation and reconciliation. The BFM Team provides analysis and implementation of integrated command business management and financial processes and systems that deliver best business practices to provide accurate and timely corporate information. The BFM Team is chartered to provide corporate analysis and information that depicts the financial health of the Systems Command (SYSCOM) and associated PEOs, including product and service output, resource consumption, performance measures and is also responsive to sponsor and customer Requests for Information (RFIs). The BFM Team also performs business and financial management and acquisition support services across all NAVWAR HQ and associated DRPM and PEO organizations. These services include, but are not limited to: coordination and management of PPBE and fiscal resource management efforts, including liaison support in the collection of planning data and execution of spend plans.
Reporting to the Program Manager, the Sr. Financial Manager will provide financial management and acquisition support on the NAVWAR 1.2 Business Financial Management (BFM) Support Services contract. This position is located in San Diego, CA.
Management Analyst / Financial Management Responsibilities:
Support system acquisition lifecycle activities, including planning, documentation, scheduling, and coordination across NAVWAR program portfolios.
Collaborate with Business Financial Managers (BFMs), Principal Assistant Program Managers (PAPMs), Assistant Program Managers (APMs), and APM-Is to align program execution with acquisition strategies and objectives.
Analyze program performance data to assess cost, schedule, and technical risks; develop recommendations to improve efficiency and effectiveness.
Create dashboards, reports, and decision-support tools using Microsoft Excel, Access, PowerPoint, and other analytics platforms.
Monitor program metrics and key performance indicators (KPIs) to track progress against goals and identify issues early.
Provide input to and support responses for acquisition-related data calls, audits, and reviews.
Evaluate tools, training, and resource needs across program teams to support system delivery and sustainment.
Coordinate with internal and external stakeholders to ensure accurate, timely data sharing and alignment across efforts.
Conduct root cause analysis on performance variances or execution delays, and recommend corrective actions.
Facilitate working groups, technical interchange meetings, and stakeholder coordination sessions to align priorities and communicate status.
Stay current with acquisition policy updates, best practices, and tools relevant to NAVWAR systems and digital transformation initiatives.
Management Responsibilities:
Required Qualifications:
Demonstrated leadership skills, including the ability to guide teams, coordinate cross-functional efforts, and manage competing priorities.
Experience mentoring junior analysts or team members to support skill development and knowledge sharing
Strong analytical skills with experience in data analysis, visualization, and reporting using tools such as Excel (PivotTables, VLOOKUP), PowerPoint, Access, and Power BI.
Proven ability to interpret and apply DoD acquisition policy, directives (e.g., DoDI 5000.02), and NAVWAR-specific guidance.
Experience preparing or supporting acquisition documents, program performance assessments, and milestone reviews.

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $115,000 - $145,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
