The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Engineering Technician IV shall provide technical operations, process documentation, logistics, material management, administrative and system engineering support for underwater vehicles and equipment at the Santa Rita, GUAM Operating Site supporting the Hawaii detachments Support Services contract. This position is located in Point Polaris, Guam.

What You'll Do

  • Support preparation of underwater vehicles in support of test and training events.
  • Review scheduled operations, vehicle assignments, vehicle launch modes, and transportation logistics daily.
  • Participate in production status meetings, provide status reports, and update the vehicle status board daily.
  • Process vehicles and components in accordance with established procedures and technical guidelines.
  • Verify, update, and track battery status and maintain records in a government database.
  • Perform inspection and testing on vehicle hardware and software.
  • Maintain the required vehicle documentation package throughout the process in accordance with established procedures.
  • Complete post run procedures for vehicles and equipment within 4 working days.
  • Perform maintenance and inspection of shop equipment to identify equipment in need of repair and notify the Government lead for concurrence of repair.
  • Provide preparation, installation, removal, turnaround, and test support of Underwater Tracking Systems.
  • The Contractor shall assist in maintaining documentation in support of site operations.
  • Perform data entry into Government records, databases and applications in the Target Management Information System (TMIS) report, Target Technical Data System (TTDS), Kauai Operations Support System (KOSS), Guam Operations Support System (GOSS), Battery Management System (BMS), Advanced Skills Management (ASM) and other data systems.
  • Bid and proposal support if requested.
  • Supports day-to-day activities of the supervisor and staff.
  • Works fairly independently receiving a minimum of detailed supervision and guidance.
  • Performs clerical and secretarial duties.
  • Operates basic office equipment.
  • Screens telephone calls, visitors, and incoming correspondence.
  • Schedules appointments and makes arrangements for conferences and meetings.
  • Reviews outgoing materials and correspondence.
  • Receives, stores, and issues equipment, materials, supplies, merchandise and compiles stock records of items.
  • Sorts and weighs incoming articles to verify receipt of items on requisition or invoice.
  • Examines stock to verify conformance to specifications.
  • Fills orders or issues supplies from stock.
  • Compiles reports on use of stock handling equipment, adjustments of inventory counts and stock records, damage, or location changes.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • At least three (3) years of experience providing secretarial support to a government client (or other
    related administrative support).
  • Training / Certifications:
    • TACAN Operator/Supervisor Certification obtained within one (1) year of onboarding. Training provided by the government.
    • AN/ULM-4 Operator Certification obtained within one (1) year of onboarding. Training provided by the government.
    • Must obtain Navy ERP access within four (4) months of onboarding.
    • Must obtain Forklift 15k Operator license within one (1) year of onboarding.
  • Must possess strong customer service experience.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.

Desired Qualifications: 

  • Associates degree desired in a field related to business operations.
  • Five (5) years of experience in business, Government, or military experience in administrative/office operations.
  • One (1) year of retail, warehouse, and/or storeroom experience.
  • Experience operating forklift and other material handling equipment.
  • Link Operator or JICO certification or experience desired.
  • Cybersecurity Workforce (CSWF) Certification desired.
  • Experience in Electronic Warfare (EW) desired.
  • Experienced germane to electronics and electronic repair
  • Competent tower climber certified within six (6) Months desired.
  • ERDFTS Operator certified within one (1) year desired.

 

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • The ability to lift items that may weigh up to 50 pounds. 
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities. 
  • The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more.
