Reporting to the Program Manager, the Safety Manager will develop, implement, and maintain a Safety Program that will protect the lives and health of employees, Government civilians, and the public from the HWAD operations and those of its tenants and subcontractors as well as Government property. This position will interface with the HWAD Government Safety Office and with any local, state, or Federal agencies or commissions for maintain safe operation of HWAD. This position will prepare, present and maintain explosives storage licenses; a Written Safety Plan; a Decontamination Plan; an Emergency Action Plan; and a Safety Training Plan with tracking of Safety Certifications.

 

This is a contingent position expected to be located in Hawthorne, NV. The pay range for the position will be provided at the time the position is no longer contingent. 

What You'll Do

  • Responsible for the development, implementation, and compliance of the Safety Program for HWAD:
    • Ensures regular occupational and industrial safety training is programmed and conducted.
    • Conducts daily, weekly and monthly safety inspections.
    • Investigates all accidents to determine future preventive measures and conducts safety stand down briefings as necessary.
    • Responsible for the overall compliance of all Occupational Health and Safety (OSHA) and explosive safety operations with local and US environmental safety regulations.
    • Provides OSHA safety and HAZMAT program control and oversight of reception, storage and issue of ammunition, ammunition residue and ammunition packaging materials.
    • Assures availability of required safety information and materials such as Safety Data Sheets, hazard labeling of containers, labeling of industrial support equipment, etc.
  • Assures adherence to OSHA and explosive safety procedures and ensures keeping of efficient, clean, and safe work environment.
    • Work closely with Government, QASAS, Area Managers, Supervisors, and Safety Representatives providing oversight and safety instructions to ensure compliance with all OSHA and explosive safety directives.
    • Monitor daily operational activities, conducts safety surveillance, safety inspections, and recommends corrective actions as needed.
  • Monitor regular Safety briefings and maintain daily communications with managers and supervisors.
    • Maintain up to date familiarity with the applicable ammunition and explosives safety standards, Occupational Health and Safety (OSHA) Standards, and the necessary safety practices to protect themselves and their fellow employees.
  • Serve as principal advisor to the Program Manager on all safety issues. Provides Senior Government and company officials with oral, written and graphic reports.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor’s degree in Engineering, Industrial Safety, or Management with six (6) years of direct experience in occupational and industrial safety with State, Federal, and/or Dept. of Defense Explosives Safety regulations and policies.

    • 4 additional years of demonstrated experience years of additional experience in lieu of a bachelor’s degree.

  • Must have knowledge of explosive safety, health and safety plans, proper munitions storage procedures, demilitarization operations, vehicle safety, and material safety hazards.

  • Must be fluent in the English language with the ability to read, analyze, and interpret technical procedures and governmental regulations, generate reports, and develop plans, policies, and procedures.

  • Must have a valid Driver's License in order to reach various sites on the Depot to conduct proper inspections and investigations after an incident or accident involving ammunition, explosives, and equipment.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Government contracting experience on HWAD.

  • Must be able to communicate well, both verbally and in writing and possess organizational and management skills. Knowledge and ability to develop policies, procedures and techniques. Knowledge of computers, various software programs and testing equipment.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds. 
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities. 
  • The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more. 
  • Travel Required ~10% travel required.
