NAVWAR 8.0 is responsible for oversight and successful execution of all corporate operations related activities for NAVWAR in support of Navy-wide Information Dominance initiatives. Due to reorganization along functional lines, this program office is consolidating and contracting for support across several 8.0 functional areas. This includes Corporate Operations, Strategic Management, Business Planning, Workforce Management, Military Management, Process Improvement, and Corporate Communications.

 

Reporting to the Program Manager, the Human Resources Specialist will provide provide classification, compensation, and change-management support to the Civilian Human Resources Office on the NAVWAR 8.0 Corporate Operations Support Services (COSS) contract. This position is located in San Diego, CA.

What You'll Do

  • Assist in the research, review, and crafting of multiple executive briefings and communications to include but not limited to: Naval Instructions, Notices, and Memorandums of Agreement.

  •  

    Effectively manage and distribute taskers issued by the Office of Personnel Management, enabling the HR team to meet deadlines and effectively implement change throughout the organization.

     

  • Maintain Classification Position Descriptions (PDs) library and logs via ShareDrive, Teams, Outlook groups, and action trackers.

     

  • Assist in the organization and execution of weekly working sessions to ensure effective progress and efficient project management.

     

  • Drive human resources transformation of the government client’s HR business processes, leveraging MS365 applications to emphasize automation, improve user experience, and simplify workflows.

     

  • Identify and implement digital solutions to address current correspondence processing workflow shortfalls and shorten document processing timelines.

     

  • Directly support client leadership with a range of managerial and operational tasks as necessary.

  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required.
  • Three (3) years of experience providing administrative,
    HR policy drafting, or personnel management experience to a NAVWAR program office or in a similar environment. 
  • Experience with Government Classification, Position Descriptions, and Standard Naval Letter Format/Instruction Review.
  • Comprehensive understanding of Microsoft 365 tools; Power Automate,
    Power BI, SharePoint, Planner, etc.
  • Familiarity with project management best practices.
  • Excellent problem-solving and analytical skills.
  • Strong communication and interpersonal skills to collaborate effectively with cross-functional teams and interact with leadership at the highest levels of the government client.
  • Detail-oriented and highly organized with the ability to manage multiple tasks and priorities
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Strong understanding of General Schedule (GS) classification and coding requirements, including the ability to interpret and apply Office of Personnel Management (OPM) and Office of Civilian Human Resources (OCHR) standards.
  • Experience supporting workforce position description (PD) reviews, including drafting and updating PDs with pen-and-ink changes.
  • Ability to create and incorporate coding worksheets accurately to ensure compliance with OPM and OCHR reporting requirements.
  • Attention to detail and ability to maintain consistency and accuracy in PD documentation and coding.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $87,000. – $115,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
