The Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for its portfolio of international C4I programs. Support services include administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure. For the scope of this effort, C4I solutions are inclusive of integrated Link 16 SoS architectures to satisfy potential PMA/PMW-101 requirements.

 

Reporting to the Program Manager, the Foreign Military Sales (FMS) Case Analyst will provide administrative, financial, and logistical management of defense article transfers to international partners, acting as a central coordinator between U.S. government agencies, foreign governments, and industry partners to ensure cases are executed according to agreed-upon cost, schedule, and performance targets on the PMW 740 Integrated International Support Services (IISS) contract.

What You'll Do

  • Analyze business and operating procedures associated with Foreign Military Sales (FMS) case development and execution to devise the most efficient and compliant methods of accomplishing work across the full case lifecycle.

  • Assist in case development and documentation, including drafting and coordinating Letters of Offer and Acceptance (LOAs), case amendments, and modifications in response to foreign Letters of Request (LORs). Prepare pricing and availability data, supporting documentation, and Congressional notifications as required.

  • Collect, review, and analyze financial, programmatic, and case execution data to track budgets, expenditures, and funding documents. Ensure all financial transactions are accurately recorded in the official case file and reconcile cases in preparation for final closure.

  • Monitor and track case execution from cradle to grave, including manufacturing, supply, transportation, and training milestones. Identify potential schedule, funding, or execution risks and develop solutions to mitigate roadblocks and maintain program alignment.

  • Ensure regulatory compliance with the Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM), and International Traffic in Arms Regulations (ITAR) throughout case development and execution.

  • Facilitate stakeholder coordination and communication between U.S. Embassy Security Cooperation Offices (SCOs), the Defense Security Cooperation Agency (DSCA), implementing agencies, and partner nations to ensure case requirements, timelines, and deliverables are aligned.

  • Support foreign disclosure investigations and technology security reviews to determine releasability of technical data, documentation, and hardware to foreign partners.

  • Prepare and present status reports, briefings, and information papers to senior leadership regarding case progress, financial performance, compliance status, and identified risks.

  • Collect and organize information on current operating procedures and case workflows; analyze data gathered and develop in-depth solutions to improve information flow, cost control, production methods, inventory management, and overall case execution efficiency.

  • Manage and execute case development, tracking, and logistics functions within specialized government databases, including:

    • DSAMS (Defense Security Assistance Management System) for case development and documentation.

    • MISIL (Management Information System for International Logistics) for case execution and logistics tracking.

  • Work with and be comfortable preparing and solving mathematical and financial models in support of pricing analysis, cost evaluation, funding reconciliation, and case forecasting.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required.
  • Minimum of three (3) years of experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Previous Foreign Military Sales (FMS) experience.
  • Understanding of NAVWAR.
  • Government required training classes in accordance with (IAW) Statement of Work (SOW) Section 9.4.
  • INDUS Corporate required training, acknowledgments, or other as required.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • ~25% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
