The Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for its portfolio of international C4I programs. Support services include administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure. For the scope of this effort, C4I solutions are inclusive of integrated Link 16 SoS architectures to satisfy potential PMA/PMW-101 requirements.
Reporting to the Program Manager, the Electronic Warfare SME provides deep technical expertise during the Research, Development, Test, and Evaluation (RDT&E) phase of the acquisition lifecycle, focusing on shaping robust EW and mission system architectures, ensuring seamless system-of-systems (SoS) integration, and driving forward-looking science and technology (S&T) strategies to maintain naval superiority on the electromagnetic spectrum on the PMW 740 Integrated International Support Services (IISS) contract.

Identify and assess internal and external risks associated with the development and implementation of Electronic Warfare (EW) and mission systems architectures for efforts in the RDT&E phase of the acquisition life cycle, including risks related to system-of-systems (SoS) interface management control processes, standards, controlling parameters, and interface agreements.
Validate data and develop and modify technical drawings and documentation that document EW and mission system architectures, specifications, and requirements, including physical and logical SoS architectures and interface agreements, for afloat, ashore, and expeditionary platforms in the RDT&E phase of the acquisition life cycle.
Provide technical support for enterprise architecture development to enable Model-Based Systems Engineering (MBSE), including development of data structures supporting Systems Modeling Language (SysML), integration with current data models and tools, and alignment with existing modeling environments.
Monitor, track, maintain, and enhance established SoS interface management control processes and products to ensure consistent documentation of EW interface standards, controlling parameters, and interface agreements.
Perform operations and maintenance of Systems Engineering Technical Management processes across the full spectrum of EW-related programs and projects.
Manage, monitor, maintain, enhance, and administer system operations, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within the Naval Integrated Modeling Environment (IME), including software, hardware, network, configuration, and data management.
Evaluate the implementation of cybersecurity requirements as they apply to EW and mission systems across the acquisition lifecycle and deliver recommendations on cybersecurity risks and mitigations to Integrated Product Teams (IPTs).
Provide expert input in the review and analysis of acquisition engineering documentation for programs in the RDT&E lifecycle, including DoDAF artifacts, cybersecurity documents, system design specifications, and human systems integration requirements and plans.
Develop comprehensive science and technology (S&T) roadmaps and forecast future EW systems, capabilities, and integration opportunities to inform forward-looking views of the Navy’s Enterprise Architecture, including target architectures.
Synchronize S&T initiatives and forecasting with government, industry, and academic development activities related to EW capabilities; conduct market and publication research; provide technical reviews of documents; and produce S&T roadmap artifacts supporting EW initiatives.
Attend relevant meetings as required and deliver technical analysis to support S&T roadmap development, requirements analysis, and integration with broader EW development and acquisition activities.
