The Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for its portfolio of international C4I programs. Support services include administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure. For the scope of this effort, C4I solutions are inclusive of integrated Link 16 SoS architectures to satisfy potential PMA/PMW-101 requirements.
Reporting to the Program Manager, the Command and Control (C2) Common Operational Picture (COP) Engineer provides systems engineering and technical support with a focus on the architectural integrity and lifecycle management of data visualization and decision-support systems on the PMW 790 Integrated International Support Services (IISS) contract.

Identify and assess internal and external risks associated with the development and implementation of Command and Control (C2) and Common Operational Picture (COP) architectures, as well as System-of-Systems (SoS) interface management control processes, during the RDT&E phase of the acquisition life cycle.
Validate data and develop physical and logical System-of-Systems (SoS) drawings that document C2 and COP architectures, related specifications, requirements, and interface agreements for afloat, ashore, and expeditionary platforms.
Modify and update existing technical drawings and documentation to ensure architectural accuracy and alignment with current program baselines.
Establish, document, monitor, and enhance Interface Management Control processes, including C2 and COP interface standards, controlling parameters, and interface agreements, to ensure consistent SoS integration across programs.
Provide technical support for developing enterprise architectures using Model-Based Systems Engineering (MBSE), including development and integration of Systems Modeling Language (SysML) data structures with existing data models and tools to enable cohesive architecture management.
Evaluate cybersecurity requirements implementation as it applies to C2 and COP systems across the acquisition lifecycle and recommend risk mitigation strategies to Integrated Product Teams (IPTs).
Develop comprehensive Science and Technology (S&T) roadmaps and forecast future C2 and COP capabilities for integration into forward-looking views of the Navy’s Enterprise Architecture, including target architectures.
Synchronize S&T initiatives and forecasting with government, industry, and academic development activities to ensure external alignment with emerging technologies and capabilities.
Provide technical reviews and analysis of acquisition engineering documentation, including DoDAF artifacts, system specifications, cybersecurity documentation, and related technical materials.
Attend program meetings and deliver technical analysis to support S&T roadmap requirements, architectural decisions, and C2/COP development activities.
Manage, monitor, maintain, and enhance system operations within the Naval Integrated Modeling Environment (IME), including hardware, software, modeling and simulation tools, architecture tools, network components, configuration management, and data repositories.
Oversee the daily operations and maintenance of Systems Engineering Technical Management processes across the full range of C2- and COP-related programs and projects.
Bid and proposal support if requested.
