Reporting to the Program Manager, the Sr. Schedule Analyst supports Navy ship maintenance and modernization efforts by managing Integrated Production Schedules (IPS), analyzing schedule risks, coordinating work integration, and providing recommendations to support on-time execution of maintenance availabilities. Applies expertise in production scheduling, risk management, and ship repair processes to support project teams, Fleet, Ships Force, and Lead Maintenance Activities.

 

This is a contingent position pending contract award. The position is expected to be located in Norfolk, VA.

What You'll Do

  • Integrate all Alteration Installation Team (AIT), Ships Force (SF), Fleet Technical Assistance (FTA), and other activity work into the Lead Maintenance Activity (LMA) Integration Production Schedule (IPS) by utilizing schedule-related tools and processes, such as Microsoft Project and Primavera.
  • Evaluate and correlate data from various Management Information Systems (NMD/SMDII/AMS) for statistical analysis. The results of the analysis will be employed in reports to implement corrective action that will establish cost controls or forecast manpower/duration of fixed, phased maintenance projects for dissemination to all pertinent departments, and identify critical and controlling path work items and testing related risks.
  • Develop and analyze risk to on-time delivery associated with the LMAs Integrated Production and Test Schedules.
  • Validate technical sequences and ensure test procedures are linked to the appropriate key events and milestones.
  • In conjunction with the Project Manager and Chief Test Engineer (CTE) organization, ensure timely adjudication of schedule-related procedure questions and test procedure integration are complete to avoid work/test delays.
  • Respond to major changes in schedules by assisting in the restructuring of the test program schedule to meet new objectives or critical path requirements.
  • Provide necessary recommendations to the Project Teams, SF and LMA in support of IPS production.
  • As a primary SME, employ knowledge of schedule and schedule risk to design, implement and report on Integrated Production Schedule (IPS) related risk for the availability assigned. This will involve tracking schedule related risks and providing PT recommendations and mitigation strategies to control and offset identified risks.
  • Coordinate all government-required actions needed to support system restoration and testing to ensure they are complete and accurately reflected in LMA's IPS.
  • Attend the availability Work Package Integration Conference (WPIC) for review of all scheduled alterations and assist in resolving all integration issues. The Contractor shall attend the Work Package Execution Review (WPER).
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university in management, Business or Public Administration or equivalent certification (e.g., PMI-Schedule Analyst, Project Management Professional (PMP).

  • Minimum of five (5) or more years' experience in engineering/science management, operations analysis or financial/cost analysis; and/or experience in U.S. Navy programs or operations.

  • Demonstrate familiarity with naval maintenance philosophy and policy, comprehensive and practical knowledge of ship repair scheduling processes and procedures, capability of evaluating many schedules related deliverables and providing risk assessment, and proposed corrective/mitigation

  • measures to promote on time delivery scheduling.

  • Practical knowledge in naval architecture, marine and mechanical, electrical and electronics, and ordinance of shipboard systems/equipment, work control requirements, production and test scheduling, and shipboard safety in order to assist in the evaluation and modification of the IPS and

    system restoration plans.

  • Practical knowledge of ship repair, overhaul and method engineering; including the ability to recognize Integrated Production and Test Schedule related problems, determine and provide recommended courses of action to the Project Manager and Chief Test Engineer Organization.

  • Experience supporting U.S. Navy ship maintenance, modernization, repair, or overhaul programs.
  • Experience with Integrated Production Schedules (IPS), production scheduling tools, and schedule risk management.
  • Experience with Microsoft Project, Primavera, NMD, SMDII, and AMS databases.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
