Reporting to the Program Manager, the CVN C5I Modernization Specialist will provide support to the Commander, Naval Air Force Atlantic (CNAL) Future Readiness Officer in the areas of Combat Systems Engineering principles, theories, concepts, techniques, and systems integration aboard U.S. Navy Ships by serving as the Modernization Manager for all In-Service, Refueling Complex Overhaul (RCOH), and New Construction Aircraft Carriers.

 

This is a contingent position expected to be located in Norfolk, VA. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do

  • Assist in the development of the Aircraft Carrier design and modernization plan as it relates to C5I systems and other matters as assigned by the Staff’s Modernization Engineer and the Modernization Manager. This includes gathering and evaluating technical information for all carrier systems, monitoring development of alterations to provide new or enhanced capability and improved reliability and maintainability, prioritization, scheduling and budgeting alterations.
  • Support analysis of Ship Change Documents initiated into the Navy Data Environment applicable to COMNAVAIRFOR aircraft carriers prior to entry into the NDE Entitled Process hierarchical decision-making process to ensure submission is valid and not duplicated.
  • Support assessment of Ship Change Documents for benefit and assist in developing Recommended Change Packages to ensure that CNAF’s priorities are addressed.
  • Support technical assessments of Ship Change Documents to ensure technical merit and to identify any ship integration issues that would affect its considerations, or in conjunction with other changes.
  • Provide COMNAVAIRFOR input for cost benefit analysis to determine return on investment (ROI), payback periods, and net present value for the related Ship change Documents impacting.
  • Assisting the Modernization Engineer and/or the Modernization Manager, attending meetings and conferences required to develop and schedule requirements and resolve issues encountered in planning and execution of the Incremental Maintenance Plan, the Aircraft Carrier Continuous Maintenance Plan, the Hull Modernization Plan, the Aircraft Carrier Modernization Planning and Technical Forum (ACMPTF) and the Life Cycle Maintenance Group (LCMG).
  • Prepare preliminary reports with respect to the development of new designs and modifications and improvements of existing CVN equipment.
  • Assisting the Modernization Engineer and/or Modernization Manager and working in close coordination with the COMNAVAIRFOR N435 staff, confer with manufacturers; design agents, shipyards and fleet agents concerning feasibility of proposed design changes.
  • Assist in reviewing aircraft carrier maintenance history to assess the adequacy of the C5I notional budget assigned in support of system modernization requirements.
  • Support reviews of aircraft carrier life cycle maintenance strategies and participate in the development of new strategies or refinement of those in existence including developing the COMNAVAIRFOR modernization plan relating to systems for each POM budget cycle.
  • Participate in Carrier Team one, as directed by the Modernization Engineer and/or the Modernization Manager.
  • Draft standard naval messages on CNAF Plans and Policy, using the established messaging program.
  • Provide briefs, reports, databases, and spreadsheets on CNAF C5I Plans and Policy issues in MS Office format.
  • Interface with PEO Carrier staff, other PEO’s, PMS-378, additional CNAF staff codes, field activities, and labs, to address technical issues.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • HS Diploma required.
  •  Minimum of ten (10) years’ experience with direct involvement with C5I aspects of aircraft carriers gained through direct operational experience while serving on duty onboard aircraft carriers and/or direct involvement in assisting with fleet modernization efforts.
  • Minimum of ten (10) years’ experience accessing and experience in the use of Navy Data Environment (NDE) for Ship Change Documents (SCD).
  • Minimum of ten (10) years’ experience reviewing, editing, and/or creating aircraft carrier C5I Ship Change Documents (SCD).
  • Minimum of ten (10) years’ experience developing aircraft carrier design and modernization plans as it relates to C5I systems.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required ~25% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Active Navy Data Environment (NDE) account and experience in Haystack Gold (or equivalent), MBPS Windchill, eLAR/SPAR/SPLI, eShock, and other eForms modules desired.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
