CNSP annually generates a total of approximately 610,000 OPTAR and Reimbursable obligations records, and approximately 30% of them require obligation adjustments to be processed in SABRS (Standard Accounting, Budgeting, and Reporting System), the Navy’s official accounting system or STARS-FL (Standard Accounting and Reporting System – Field Level), for adjustments of FY19 records and older. The actual workload fluctuates each year, plus or minus 10%, based on funding availability and operational schedule of commands and introduction of new construction or ship homeport changes.
